There is no permanently free plan at the moment. New accounts receive free welcome credits, which you can use to host a website.
Extra bandwidth is charged per GB from your credit balance at the rate shown in your dashboard. To protect you from runaway costs, a deployment that goes far beyond its monthly allowance is stopped automatically.
